I have heard of a lot of rumors about who's getting how much in this Industry. At an honest level, if we can share the salary details, we can perhaps negotiate better.
So here's the question:

I Was offered a job in a top 5 mnc agency in mumbai as ACD for 15,00,000 a year package. What are other folk getting?

I am in Madras/Chennai which is not known for big salaries, but that's changing.
My first job - as a trainee writer in Euro Chennai - I got a stipend of Rs.3000 a month (that was in 2002)
A junior writer - with about a year's experience can get between Rs. 8000 and Rs. 12-15000, (every month) depending on the agency and strength of a portfolio.
A senior writer I know moved back to Chennai from Calcutta and is getting Rs. 50000 a month.

Dubai general salary levels keeping in mind size and scope of agencies varies as follows:
Jr Copywriter (2-3 years): AED 7-8,000 p.m.
Sr Copywriter (3-6 years): AED 9-12,000 p.m.
Copy Group Head (7-9 years): AED 12-15,000 p.m.
ACD Copy (10+ years): AED 15-20,000 p.m.
CD Copy (10+ years): AED 20-27,000 p.m.
But do keep in mind that Dubai expenses are over the roof and even if there's no tax, accommodation/travel/food/miscellaneous expenses could whittle off almost 50-70% of one's salary.
So if India's paying at your level almost as per Dubai's level, it's better to stay put.

Eastern Europe- 150,000 $ annually.
Western Europe - 120-200,000 Euros
North America- 200-600,000 $ yearly. Little bit higher in US.
Mid East - 120,000 tax free (i know Shanty has another figure, I go by what the headhuters generally offer).
South East Asia I heared from Ramajeet Gulati that CDs make 72-100,000 $.
At the end of the day it all depends on the market, the size of the agency etc. There is a great disparity in salaries everywhere just like in any other industry. You get what you negotiate.
