any how even when are signed up as agencies sadly small agencies do not charge for creatives we work only on the 15% agency commission, creatives are complimentary

As long as you GET the 15% commission it may work out to be a huge amount. Its perhaps better this way. Most people in India don't like to pay for something abstract like 'creative'. Its unfortunate, but true.
