Sorry DeshPremi, this is not shot at you but its actually addressed to anyone/everyone putting forward a requirement. Simply because its a waste of time for the applicant first and then the recruiter, hence it makes sense for the recruiter to specify his range and not waste each others time!

i guess this guy had no intentins of paying only...

I hate it when people have all the time in the world to interview candidates and see their good work without having any intention to hire them or afford them!
