Try Adobe's Macromedia Dreamweaver. It's easy to use and profeesional enough to have all the updated and necessary utilities in it for building up a decent website.
You can also try Allaire's Coffee Cup Web site editor.
For some free to use s/w on the net, try using keywords like Free Webpage Editor while you search,
I'm sure you'll have a plethora of them around.

if you use a Mac:
Try Softpress Freeway. It is absolutely great and supports a whole lot of technologies. You can also build dynamic sites and web shops etc.
Also on a Mac youc an use Apple's iWeb tools if your web content is more personal, like a Blog or a Picture Gallery etc.
You can also try Adobe GoLive, though the code generated from GoLive is not as clean as the one from Dreamweaver (personal experience).
