Scheduling Instagram

Possible without a phone? Even HootSuite asks for a mobile phone app download for verification.
The problem is, Instagram doesn't apply a third party app to post.
try OnlyPult has a free version. Haven't checked it.
Or ScheduleGram. Is paid. But perhaps works without the need to install a phone app.
