Why do Indian agencies have lousy websites?

I have looking for Indian ad agencies' websites. Lousy is a conservative word. Whether you take JWT, Ogilvy, BBDO, Mudra, RK Swamy etc. All of their online sucks! Guys there's something to learn from this!

Indian agencies have lousy websites because:

1) Agencies do not understand digital
2) agency fear digital
3) agencies are ignorant about digital
4) agencies dont have the talent for digital
5) agencies dont have talented people (as in TV, they have production houses and directors) to lean on for credit and good work
6) agencies have lost it
7) own websites probably isnt a category at cannes/one show/clios etc yet
8) digital? what digital?
9) "thats the future. we live in the present" (read : past)
10) *duh?*

where is the time? we are too busy doing patli gali and 'crap that we must get out of the way'. the seniors are too busy working on 'glamoirous films with bollywood people'.

when Digital becomes glamourous they will take over this area too...
